Land Equity International Pty Ltd (LEI) is an innovative and progressive international consulting organization specialising in the management of sustainable land administration development programs. LEI are interested in sponsoring an Australian Youth Ambassador for Development (AYAD). This exciting opportunity will be assisting the Philippines-Australian Land Administration Project – managed by LEI & funded by AusAID - make a positive contribution towards sustainable development.

Background: Philippines – Australia Land Administration and Management Project-Phase II (LAMP 2)
LAMP II is a 5 year project with the Department of Environment and Natural Resources (DENR) as the Government’s lead agency. The Australian Government is providing funding through AusAID for technical assistance for LAMP II. AusAID has contracted LEI as the Australian Managing Contractor (AMC) responsible for project management for the first 3 years of the project (i.e. February 2006 to January 2009). The goal of LAMP II is to reform the land administration system so that it contributes to the country’s socio-economic development goals.
The purpose of LAMP II is to accelerate the process of land administration reform and apply the lessons of LAMP I in selected regions, provinces and municipalities to support the progressive expansion of tenure security and the adoption of approved property valuation standards and procedures through sustainable partnership agreements.
LEI are interested in sponsoring an AYAD with a degree in surveying/geomatics/geography/IT to work in assisting with the development of survey applications and/or computer based land records systems. Indicative areas of interest in which an AYAD could be involved are covered below. Cadastral surveying: Activities would involve supporting the international advisers and national counterparts in the implementation of cadastral surveying procedures and computer assisted mapping as well as assisting with the implementation and training of contemporary survey equipment, including GPS. Information Technology: Activities would include supporting the development of appropriate software and databases for the management of land records. A “One Stop Shop” has been developed to improve service delivery to the public and there is a need to re-engineer the processes of land transactions. Support also needs to be provided in the maintenance of computer hardware and software. The AYAD for the Philippines project would be based in the province of Leyte, about a one hour flight from Manila. Please note there is some flexibility in preparing the TOR for this assignment. Therefore if there is an interest in an associated field of activity then this should not prevent the submission of a CV and covering letter.
Qualifications: • A degree in surveying/geomatics/geography/IT
Essential Attributes: • Experience in working as part of a team; • Effective communication & analytical skills; • Aged between 18-30; • Australian citizenship; • Willing to travel overseas & able to depart in September 2008 for a period of 12 months; and • Willing to work in a cross-cultural & multidisciplinary team environment.
Desirable Attributes: • Outgoing and communicative nature; • Good interpersonal and organisational skills; • Confidence in working in an unfamiliar environment; • An understanding and interest in the cultures beyond those of the person's nationality; • An ability to be able to adapt to a changing work environment; and • it would be preferable if the AYAD was able to bring a laptop computer with them.
